Performance loss after upgrading to GTX 1070

Hello there guys!

I've recently upgraded my computer from a Palit GTX 770 2GB to a MSI GTX 1070 X G8. It's paired with an i5 4690k @stock and 8 gigs of single channel DDR3 RAM.

I noticed really quickly that my performance sometimes isn't as good as it used to be.
For example I could maintain 120 fps in LoL about 99% of the time. Now it's dropping way more often below 120 than before. I've spent quite some time checking stuff with HWMonitor etc. I could see pretty quickly that my CPU usage is getting really close to 100% on all cores even though it's running at boosted 3.8 which I think shouldn't happen or did happen before when I played LoL on my i5.
Now the main reason I bought the card was to get stable 60 fps in Ghost Recons Wildlands as my 770 was on 99% usage and couldn't offer smooth gameplay. The 1070 has no problem load wise but I still can't even reach anything near stable 60 fps on low settings. Yet again the CPU Load reaching 100%. The gameplay feels smoother though(15-20 more fps scoped).
Here's what I tried to do:

  • -reinstalled NVIDIA Drivers multiple times
    -reinstalled LoL
-installed 1 year worth of Windows 7 updates
-benchmarked the i5 using CPU Z, seemed alright
-checked the CPU clockspeeds and temps, seemed alright? (max. 60° i think)
Am I expecting too much from my system? Should I try to overclock my processor al little?
Any other recommondations what to do/try?

Thanks for helping!

Solution
your 1070 has nothing to do with those issues.
The CPU is limiting the performance. if you have supporting MB (Z87 or Z97) overclock your CPU. you should be able to reach 4.4-4.5GHz no problem.
It will improve the situation.
