'Wired' wireless roaming/mesh

I've been searching all over the web but can't seem to find an answer anywhere, so here it goes.

I'd like to build a wireless roaming network or mesh (so one where devices automatically switch between AP's).
In my home I have UTP cables in the walls everywhere, so I'd prefer to go for AP's with a UTP connection. But wireless roaming seems to work only with powerlines, or mesh AP's without a UTP connection.

It just doesn't make sense to me that one can do wireless roaming with powerlines but not with UTP connected AP's, is this correct?

You can not do roaming with either unless you have a WAP controller. The client device can not do this, it has to be done by the APs. A client device will just hang on to the AP it first connects to until a threshold is met, drop the connection and try and establish a connecting with the strongest signal at that point. Obviously this breaks your network connection and packets are dropped. Ubiquiti offer a form of roaming without a controller but it is sketchy at best.
