A88m G/:3.1: 3 pin chassis fan always at 100% speed

Recently bought an A88m g/1.3 mobo and an AMD 7870K chip to build an HTPC. I have 4 chassis fans and one CPU fan. The CPU fan control works fine - speed is adjusted normally, however the 4 chassis fans always run at 100%. These are the chassis fans - http:// I found a review on a German website here (use google translate) http:// that says 3 pin fans always run at 100% on this motherboard, is that correct?

I bought this to be an HTPC, so fan noise is a big issue for this build. All 4 chassis fans running at 100% makes this almost as loud as a rack-mount server. I have adjusted BIOS fan settings and used A-Tune application, but the chassis fan speeds never change. I have already tried updating A-Tune, Mobo BIOS, and tried using software control through SpeedFan application but none are able to change the chassis fan speeds. I have the chassis fans connected to the two chassis fan 4 pin headers, each has a two way (4 pin) splitter to accommodate 4 fans off the 2 headers.

Any help here would be greatly appreciated, I really don't want to spend more money buying all 4-PIN fans but will if i have to as the noise level is unacceptable for use in the entertainment center.
 
To control 3-pin fans, mobo would need to have voltage control mode, and manual is dead silent whether it has it or not. Best way to see what can be done about it is to go to BIOS and change fan settings there - if you can't make them change speed from BIOS, nothing else will do.
