Can someone help me with frame per second issue?

PC Specs:
Motherboard: MSI X99a gaming pro carbon(New)
Power Supply: Corsair RMx Series, RM750x
CPU: Intel i7 6800k
GPU: MSI GTX 1080 Ti (New)
Ram: Corsair 16 GB 3000MHz DDR4
Monitor: Asus MG248 (1080p @ 144hz)

Issue:
I've noticed through other people streaming there games of either Overwatch or League of Legends, that they were getting steady frame rates and where getting a lot more than me. If I play Overwatch without streaming on OBS, I get a steady rate of 144 Frames at unlimited frame setting and at Epic Settings, where i've seen people getting over 300 with the graphics card. Same goes for league of legends which is a less demanding game, except i experience a gradual frame loss as the game goes by, to the point where I get 60 FPS.

Things I've done:
I've reinstalled GPU drivers, I've testing the GPU and CPU stability, which passed. Also messed around with some global settings in the nVidia control panel (vertical synch, power output), but nothing. I have checked the temps of the hardware, 75-79 degrees for GPU on Overwatch, and ~50 degrees for league. I thought it was my previous card, which was a regular 1080, so I had that replaced and no success. Then I thought it was the motherboard, so I replaced that from a x99a raider to the current one I have. Still no success.

It seems like there is some sort of software issue going on here, and I am considering reinstalling my OS system again, which is Windows 10 64-Bit. Does anyone have any suggestions to fix or and idea why my system is acting this way?

Sorry I don't play League of Legends. Your Cinebench R15 benchmark score in OpenGL is the best to compare with likewise cards.
Also 79C is close to the upper limit and my card runs at 46-50C under load. You should provide extra cooling fans to dissipate some of the heat generated if it's a none reference card.

I use EVGA precision X16 for Overclocking which has "K" Boost functionality. Not sure about Afterburner.
The only things I can think of are your Windows Power settings. You usually have either balanced or performance choices.
Go to your Control Panel>Power Options. Choose "Performance".

Your Flagship 1080Ti card also has Turbo Boost and can be OCed using either MSI afterburner or EVGA precision X16.

What kind of temperatures is your card reading when under load.?
Make sure you have the latest Nvidia driver and settings for preferred MAX performance in Nvidia Control global settings.

All of that is enabled, and OCing the car under MSI afterburner did not change the frame rate at all. On a full load, I am getting 77-79 Celcius, which is good. I do have Windows 10 and dont know if that may present and issue.
 


I have a GTX 1080 and I checked my cards performance with Cinebench R15. My OpenGL scores are around 125fps and yours should be even better. At least checking and comparing this way will determine if the cards is performing properly. Otherwise it may be your game settings or the game itself is poorly optimized. I'm also on W10.

If you don't mind, play League of Legends on the highest settings, play a full game, custom or whatever, and let me know what frames you get uncapped.
