moving OS to New HDD

Ok i how to i move my os from a 2TB hard drive and put it on a 250 GB hard drive. Alos i want to keep all my movies from the 2TB hard and make it storage?

How to put an elephant in a match box ? You make it smaller !!!
First you'd have to make sure that your C: partition (with windows on it) and partitions before and after it needed for booting are all together much smaller than those 250GB drive, Than you need SW like Macruim Reflect free https://www.macrium.com/reflectfree to make backup of only those partitions and restore them to your new drive.
All together it may be easier just to reinstall windows on new drive.
