Alright, so I'll try cover this briefly.

Firstly, my setup:
120 GB SSD (OS)
1TB HDD
Win 8.1

I had a "Explorer.exe Unknown Hard Error" which resulted in me installing a fresh copy of Windows. The issue seemed to have resolved, however my 1TB storage HDD was at 100% active time constantly, with 0 read or write. I looked at resource monitor and it doesn't even show the disk doing anything in there. Plus no noticeable sound from the HDD itself.

If I try open the HDD, it will just crash the PC and I'll eventually have to just shut it down. It is extremely slow to do anything in relation to the HDD(This includes booting, right clicking and opening proerties, etc) I've also disabled "Windows Search", "Superfetch." and "Background Intelligent Transfer Service" in services, which is apparently a common issue in 8.1 for 100% active time.

I also ran chkdsk with no errors and so forth. So I finally noticed viva Disk Management that my HDD is a RAW file system, yet healthy.

TL;TR: I hear you can recover files from this, I decided to install the free version of Recuva, but this seems to only view deleted files (It did show my deleted files when scanned).

Any storage/recovery experts that can guide me through this for my particular scenario? The content on this HDD is extremely important to me and I will be greatly appreciative for any advice.

The important thing for me was to recover my files. The checks I've done so far have been fine, however, I am sceptical.

I'm currently using a trial version of EaseUS Data Recovery, I'll transfer the data to my external HDD, after that I'll do more diagnostics.

General note: If anyone has more software to recommend, please let me know, not sure if this software has a limit.

Does it have a limit? As I need to recover over 600 GBs... And EaseUS screwed me over by not telling me the "pro" trial version can't actually convert anything, just scan.

As long as it lasts me long enough to recover data off of it. Do you think that could be the cause for the 100% active time with no r/w activity?

I recovered all the files that were important to me, thanks for the input. I'll just reformat the other HDD, perhaps that will resolve the issue, and of course, without putting anything important on it.
