Budget Gaming PC around 1050 Ti

I'm planning on building a new gaming PC which can run every game out there atleast at low settings. I'm on a tight budget too. I have just bought a 1050 Ti and would center the rig around it. My current specs are too old but I'll list them anyway:

Gigabyte G31-m S2L Motherboard

Inno3D Nvidia GTX 1050 Ti

4GB DDR2 or 3 i don't remember

Pentium Dual core 2.5 ghz processor

Plus right now some old games I'm playing stutter, like they're smooth and suddenly lag for a second and the recover. I guess the problem is in the Power Supply which recently had a problem.

Huge thank you ScrewySqrl! I was thinking if I should buy a new case because I already have one but it'll give up in some days I feel. Also, do I need an SSD because I'm thinking of getting 16 gigs of RAM instead. What would be better? Thanks again and in advance!
