PC build for programming but on small budget

My friend wants a home pc intended for programming as a main usage, programs are: visual studio with full functionality, bootstrap and light photoshop.

What cpu to go for?

I personally think that you need to buy laptop instead of pc.
I am also programmer, but likes to play heavy games also, thats why i choosed desktop.
But sometimes when programming some codes, I feels like I need to buy laptop.
Some programmers like to work with groups. In this case laptop is recommended.

You need atleast 500$ to 600$ budget to satisfy your usage.

I agree to some extent, but I have noticed that I like a larger display when programming, which can be a bit more difficult to find when using a laptop.

If you want to spend little more money on performance then you can buy gtx 750 ti or gtx 1050 graphic card.
or you can buy larger monitor instead.
