GTX 960 and i5 6400 fps problem in csgo. 100-150 fps lowest settings

I just recently bought prebuilt pc. It has a GTX 960 2 gb and an i5 6400 2,7 ghz. I've been playing cs go and my fps is dropping to about 100 and goes upp again to 150 whilst my friend has the exact same pc and gets about 250-300 fps. I use a 144hz monitor so it screws up my aim quite a lot while im playing. I tried maxing the graphics but I get the same fps.

I've tried cleaning my pc (though it is relative new), Overclocking my Gpu, reinstalling gpu drivers and trying to use old ones, tried to use an agressive fan profile with msi afterburner.

I have also monitored both cpu and gpu temps. Gpu sits on about 50-60 C on 50 % load and cpu sits on 45 C on 90 % load.

8 gb ddr4 ram 2133 mhz
lenovo skybay Motherboard
1 tb SSHD and 120 gb samsung evo 840 series

Does your friend have the exact same PC or almost the exact same PC? The 6400 is clocked pretty low, it's not surprising to see that it's bottlenecking CS:GO to max at around 150. Higher end Skylake chips bottleneck CS:GO at around 250-300FPS.
