NAS with its own wifi signal?

i have been loking into creating a NAS storage pc and have found out it seems to need an internet connection and an old or new pc that can be repurposed i have all of the parts needed to build an outdated pc i also have an older laptop am able to repurpose i am simply missing the internet connectiion i am wondering if there is a way to have the system broadcast its own signal if so what hardware would i need?

You can have a NAS w/o internet connection.
W/o internet connection you simple can not able to browse or surfing the net that is all... But certainly you can transfer, streaming files from NAS to you local network.
All you need addition to the part is a WiFi router
