No signal via VGA, DVI, or HDMI. (Tried with & w/o GPU)

All fans spinning. Ensured CPU fan connected properly. All LEDs working (mobo flashes blue). No beeping/red lights.

Verified CPU and CPU cooler mounted correctly.

Tried single 4gb ram in all four slots.

Reviewed mobo manual. I'm so lost!

I do but I wouldn't be able to swap, different chipsets. Is there someway I can get an error code? I tried plugging in the case speaker but I get nothing.

Never saw an error. There's no red LEDs on the mobo and when I plug in case speaker I don't hear any beeping.

I do have spare PSU. I have mobo out of the case with only CPU, PSU, and VGA cables connect. Can I use the jumper for the power button prongs at the bottom?

do you have a display port cable? there should be a display port on mobo or gpu. try that.
However, right now it sounds more and more like your motherboard is having problems. less likely your cpu.
so basically this computer never posted for you?
if it's newly built, I'd rma both the cpu and mobo anyway. better safe than sorry and probably save you more time and effort in the long run.
just say you are sure it's the cpu when talking to intel and say you are sure it's the mobo when talking to asrock.
