Computer turning off and on once at startup after sitting for a couple hours

So this is an interesting issue. When I start my computer up after being off for the night or at minimum 2 hours, my computer will startup, stay on for about 1-2 seconds, turn off, and start back up 1-2 seconds later and continue to boot windows etc.

So what I have tested:
I have turned the computer off and left it for a minimum of 2 hours. When powering it up the same issue occurs. But when I shutdown the computer and turn it on immediately or a few minutes later it doesn't have an issue.

I have tested a barebone system, all but 1 stick of ram, no GPU, only 2 drives. Letting the system sit over night with 1 stick of ram, on startup issue still occurs. Even tested a different stick of ram and waiting a couple hours, issue still happens.

I have re-flashed the MOBO and replaced the MOBO battery, cleared CMOS and even jumped
the MOBO. Still, after still for awhile the computer still has the issue occur.

I have checked the outlet, I thought maybe I was requesting too much power at one time. Unplugged everything other than the computer and monitor. Still had the issue after being off for awhile.

I tested the power supply, it works properly. Need to try a different power supply, just need to get one first.

I was wondering if you guys had any other ideas.
