I want to add a budget gpu to my system. Will I wait for the rx 500 series to come to my country (Philippines) or will I just buy the 400 series?

The performance is very similar since the GPU's are basically identical with AMD simply increasing the GPU clock to gain a very slight performance boost. However, there might be a slight price increase.
If you want the GPU now and they are available in the 400 series I do not think you will notice the performance difference by waiting for the 500 series.
