Looking for Router with MAC or IP based throttling

Hi,

I need to find a way to throttle the bandwidth for certain machines within my network; preferably with an off the shelf router. It needs to be able to do time of day blocking plus upstream and downstream throttling. Effectively I want some computers to be able to use the full bandwidth but others to be limited to 2 - 5 mbps down. Does this exist or do I have to use a homemade solution? I know ASUS has the time of day filter, but I've never seen throttling on a router.

Unfortunately no one local carried a router on the DD-WRT list that was under $200 and I hate to buy online incase I get the v3 or something. I managed to get a Tomato compatible router for $60 though. We'll see how it goes; so far the B/W limiter policy is a bit jenky; it works for individual MACs until you also set group policy and then the group policy overrides one of upload or download limit seemingly randomly...or doesn't. It also seems to not follow wireless devices as they move from AP to AP.
