i was planning to get a gtx 1070 and was wondering if a 650w psu (Asus U-65GA be be specific) be enough for an i7 4790k and gtx 1070.
I'm not going to overclock it.

650W is enough, but i have never heard anything about Asus PSU units.... I would go with something more trusted.

Its not a bad psu, not very good either, its old and not very efficient by today's standards How long have you been using it? They haven't made those in a while so it must be quite old, might be worth replacing. Hardware secrets has a review of it from 2009, I linked it below.
i started using it at the start of the year before last year.
Im going to buy a new one because i didn't release it was that old. is this a decent one to start looking into: https://www.pccasegear.com/products/38113?gclid=Cj0KEQjwxPbHBRCdxJLF3qen3dYBEiQAMRyxS0AB9p6kBgDlw3zY1V1d6Yf9WTjyeDp576fe7dwuNxgaAoO-8P8HAQ&gclsrc=aw.ds
First link, jump right into conclusion of each PSU... there are points set by expert.
Second link there are tiers, 1 tier are best PSUs but those are expensive, so look for tier 2-3. Depends on your budget.
And easiest way, just tell what is your budget and people will help u to find best deal for $.
