So my question is, what kind of RAM can my mobo and CPU support without bottlenecking it? I just need to get the optimal 8GB DDR3 RAM at the best frequency and everything, so that my computer can actually use what the memory modules have to offer.

That CPU supports up to DDR3 1066. This SODIMM here:

Thanks for the info.

I have a couple more questions though:
Does DIMM (dual channel) mean that I do have to get 2x4 RAM modules, or can I get just one 8GB stick and use it alone?
Since I live in a shitty country in terms of technology, I don't really have nice options as newegg.com and amazon.com, or any other popular retailers, I can get my parts from. So if I can't find RAM with Cas Latency: 7, will it be OK if I get RAM with higher latency (I guess if I don't have another option I can live with that, but I just want to know if it will work properly)?

RAM with a higher CAS timing will be just fine, as long as you can deal with looser timings. As well, you shouldn't have to dual channel, but I'm unsure you'll find an 8GB stick of 1066 DDR3 SODIMM. If you do, it will work. BUT, FOR FUTURE REFERENCE- If you wanted, say, 16GB (if DDR3 SODIMM even has that much) you can't go back later and just buy the same stick and expect it to work in dual channel with the other 8GB stick. You'd have to buy a 16GB kit in order for it to all work out. And that RAM is 1333MHz. It will underclock to the board/CPU supported 1066.
