Currently have an i5 4790 and gtx 960 4gb, I want to set up a dual monitor with my asus vg248 144hz. I know I can just about use any other monitor but what about with 144hz? Will the other monitor show a noticeable difference, does it have to be 144hz and any recommendations for a good similar sized monitor?

I'm running different refresh rates, but running the slow one off the mobo, I can't recall if I had an issue when I didn't do that.

For desktop use, you can use any combo of monitors of any resolution and refresh rate without issue, as long as your OS (I assume Windows) supports the specs.
For multi-monitor gaming, it's better to match up the specs on the monitors as it will only be able to work at the highest COMMON settings (so one 144Hz and one 75Hz monitor will be forced to 75Hz IF the 144Hz monitor supports 75Hz, otherwise it would be running at 60Hz.)
