I'm looking to buy a pc for around 1200 euro (if your american about 1'300 or so dollars) and I'd like it to run 4k at about high settings at a good framerate.any suggestions? BTW I'm just getting into pc gaming,any tips?

You're going to need a bigger budget to run modern titles on high @ 4K. I recommend a GTX 1080 or 1080Ti, and that's anywhere from $500-$700 right there. This, the monitor, and the CPU are the biggest chunks of cost.
