Good Motherboard for temp control with following setup

Just as the title says, I am looking for the best and preferably the most cost effective motherboard for my current setup to keep my CPU at a lower temp. Right now with moderate to heavy gaming I am getting around 65 to 70 celsius and at idle around 20 to 30.

My setup:

AMD FX 8350
CryoRig H7 CPU Cooler
AS 5 Thermal Paste
ASUS m5a78l USB3
Corsair Vengeance Pro 8GB
EVGA GeForce GTX 1060 6GB SSC
BitFenix Comrade Case
Rosewill 500w 80+ Bronze
Windows 10

I know (now) that the motherboard I have isn't really capable of running FX series chips and I feel as though its limiting the quality of my gaming experience (fps drops in graphic heavy games such as Witcher 3, Watch Dogs 2 and Wildlands) which I feel that with my current setup I should be getting pretty good frame rates on high to ultra settings.

I just got into PC gaming and building computers recently and this is my first build so any help or advice is welcome! Thank you in advance!

65-70 C is too hot for the CPU. No wonder if it's throttling.
Should stay below 60 C at all times on the Core temp. Package temp is usually 10 C higher.
If you don't have a 990-chipset, that can play a role in stability as well.
The 970-chipset mobos tended to have poorer power delivery too, could be quite flaky with memory and memory timings, supplying CPU with enough power etc.
Absolutely NOT recommended for OC.

And yes, you should be able to game at high/ultra with your setup.
I just replaced my FX-8350 with Ryzen and I have an AMD 290X which is very similar to your 1060.
You should be getting 50-70 fps on the benchmark, depending on settings.

Temp control? Let cooler run at 100%, I expect it wont make a lot of noise.
Otherwise, get a cheap Noctua. No reason to go for DH-15. I had the 40-50 dollar Noctua, it was good up to 4.4 Ghz OC on 8350.

Yea I figured it was throttling. I believe it is because of my motherboard. Through researching I have determined that the board is not capable of keeping my 8350 at a low temp. My question is what motherboard would be good for my CPU?

I had Asus Sabertooth 990FX. It is not worth the money at this point, 170$...maybe if you find one used.
Before that I had a Gigabyte 970 DS3P mobo, utter garbage, like most 970-chipset mobos were.
I would look at some 990FX chipset mobo with good power delivery.
6+2 or 8+2 VRMs.
