Stuteering in games and system slowdown

Hey guys,recently I upgraded my GPU to GTX 750ti. My current specs are:

Pentium G2020 @2.9 Ghz
GTX 750ti
4gb DDR3 RAM @ 1333Mhz
Biostar H61MGV3 mobo

I'm getting terrible stuttering and frame drops in games even like FC3. Also my system has become shit slow. Takes a long time to boot.

The day I upgraded GPU and power supply, I hooked 'em up and powered my system on but the screen would just display manufacturer logo and then just go off. Also I think the Processor wasn't getting powered up.
So anyway tried to boot up with my old PSU and was successful on doing so. Tried with my new PSU but it wouldn't work.Next day I was gonna do return it but gave it one last try and it worked so I retorted to keep it. But now that my system has got slow I read somewhere that poor power supply could be the reason of system slowdowns.
Also my system is keeping way too much RAM cached ( 2.8GB out of 4). Even when my PC is idle,only like 500mb RAM is free.

So my question is whether this system slowdown could be because of PSU, RAM or some OS issues? I'm really upset with this. Should I re-install OS and see what happens?

That psu is garbage and will in the future most likely destroy your system. 4gb of ram is not enough for gaming.

4GB is pretty much enough for FC3 and so is G2020. It didn't stutter with my old card at all. Moreover the ENTIRE SYSTEM has slowed down as well.

While playing FC4 CPU usage goes to 100%. Bottleneck maybe?
