Loud fan at pc start

My fan on startup for my cpu doesn't ramp up super fast or anything but it makes this kind of rattling grinding type noise and then as my pc warms up it fades out and it only happens when my pc has enough time to completely cool down. i really don't know why this happens and i kind of wanted an explanation for it. thanks
 
Solution
Then, it's defective. It doesn't matter if it's old or new - it still needs to be replaced. Complain to the fan manufacturer and if they'll replace it or buy a new one.

but the fan is barely over a year old at this point. how could bearings be shot? i keep my pc very clean and make sure there is no dust so it's not that. could it just be a defective fan or something?
