Botched backup+recovery of files leads to Windows unable to load

Some PC specs:
GPU: Sapphire Nitro+ Radeon RX480
SSD "C" drive (where windows is installed)
HDD "F" drive (where most of my files and directories are)

Summary:
After trying to restore some lost files on my F drive via Comodo Recovery, I restarted my computer after giving up waiting for it to finish (was ~25% done after 10 hours or so, at an agonizingly slow pace). There was no obvious on-screen way to abort the process, so I opted to simply restart my computer during the process. I think all my problems stem from this.

Now upon starting my computer, once the windows logo appears, no sound is played, and I am lead to a black screen with only my mouse cursor that I can move around. Safe mode is also inaccessible, as I am directed eventually towards the same blackscreen + mouse pointer.

Things I've Tried:

  • unplugging all cables not being used
    tried repair mode in advanced windows setup, including starup repair, windows memory diagnoistic, and system restore
    tried to boot from an old Acronis Image boot disk

Things worth noting:
Originally, I tried my file recovery with Comodo through my external HDD, which originally performed the backup of my files. Upon failing to work, I was advised by the program to put the backup files on an "in house" harddrive. So I moved the backup files to my F drive (the same drive I was trying to recover them to).

Upon trying to perform a System Restore, both restore points I had failed (and were subsequently damaged/deleted in the process) due to some file associated with my GPU.

Final thoughts:
I have run out of things to try and am in desperate need of help, as am unable to start windows or access any of my files in my computer. I can only assume this is because I ended my recovery abruptly by restarting my computer, and perhaps some files associated with booting or registry or GPU were altered or damaged somehow, preventing me from a successful Windows boot. I feel like this could be a simple software fix or some kind of diagnostics repair I could run on my system, but I am unsure of what to do at this point. Any help is appreciated.

Yes, this seems likely.

I'm not familiar with Comodo or its procedures.
Does it possibly have the option of creating a bootable Rescue DVD or USB?
(this will, of course, require a different working PC)

My tool of choice, Macrium Reflect has that function. But you should really create that Rescue thing before the BadThing happens.

From my Laptop, I downloaded Macrium Reflect, made a bootable USB drive on it for my PC, booted it up, and ran "fix windows boot problems". It seemed to have replaced various boot files on my C drive, and then asked for a restart. Once I tried booting off of my C drive again to see if things had been fixed, the same problem occurred. Seemingly nothing has changed.

Am I missing something? I followed the directions to my knowledge, and don't know what else to do. Any other suggestions?
