[Troubleshooting] pc wont boot after game/display driver crash

Hey everybody! New guy here. Sorry for the lack of intro but im gonna get right down to it.

So i booted up my pc yesterday to play some fallout 4 and ran an online game (digimon masters online) in the background. Ive been able to do this in the past with no problems whatsoever but yesterday something happened.

As i was playing, the game suddenly crashed and a message bubble displayed that my display driver crashed and recovered. The other game i was playing also crashed as well. This is not exactly new to me since ive experienced these before without any repercussions. So i booted the game back again(fallout only thinking that i might just be overtaxing the pc). This time though, the game was taking too long to load my save file. Then the game suddenly stopped working(with the windows dialog box and the loading mouse icon) so i force closed the game via task manager.

After doing this, the pc diaplayed another "display driver crashed and successfully recovered" message bubble (twice in this instance, i believe, since after it popped up, another popped up immediately afterwards). Then, my screen went black with the cpu still on. I thought that this was a monitor/display problem since ive dealt with this before but this instance was different.

When i encountered this before, i just held the power button until the pc powered down. But in this case, holding down the power button didnt work. Panicked a bit, i powered down my ups to force the pc to power down. Afterwards i tried booting it up again to find that it wont boot up. Fans would spin, lights would turn on but nothing else is happening. Tried turning it off via the power button but again it was unresponsive so i had to turn it off again via the ups.

After this, i immediately began troubleshooting and only found out that powering on the pc while the ram cards are removed produced a long beep and enabled me to turn off the pc via the power button. But when i plugged even one of my ram cards in, it would boot up the same (black screen, no beeps, power button unresponsive).

I've seen the thread/post here on troubleshooting before posting but im admittedly not that much versed in the ways of troubleshooting but i could probably disregard all those thinga since my pc ran before it encountered the problem. Ive also seen various threads with the same problems but under different circumstances than mine.

Ive also contacted a trusted friend whos more experienced that i am and he too was unable to come up with a fix or a diagnosis of my problem. We also werent able to extensively troubleshoot by replacing parts since we dont have spares/our pcs are built differently. I cant buy new parts for testing since im short on funds.

So to summarize, after a game crash, my pc wont boot up, and when turned on, unless theres no ram cards plugged in, wont be able to turn off via the power button. I am asking for guidance on what to do to determine/fix my problem.
