Ryzen 7 1700 running on low clockspeeds - need help

Hello people, I've recently bought a Ryzen 7 based build and I love it.
I'm having an issue though, I've tried setting my clocks to 3.7 or 3.8ghz with enough (1.3v) voltage to sustain it, however when I boot into windows it immediately goes down to 2.7ghz.
I'm getting really low Cinebench scores as a result, which is worrying me.
Could there be anything I'm doing wrong? I've updated my bios already.
My system:
CPU: Ryzen 7 1700
MoBo: Biostar x370GT5 v5
Ram: 16gb (2x8) DDR4 2400mhz
VGA: GTX 1070
PSU: EVGA Supernova 750w

I'll include a pic showing Cinebench scores and CPUID showing that my clocks spike at the set speed but then go down:

Please, does anyone know what is going on?

EDIT:
I've turned off all the OC i've tried doing in the BIOS, and tried doing it trhough ryzen master. My scores in cinebench went from 1148 to 1635. Should I just rely on this software for this, then? Maybe my MoBo bios isnt really all that great...

It is set to High Performance, although it only seems to mess about Screen Off Times, though
I think i'll just stick to overclocking with ryzenmaster for now, it's probably a bios issue or I just don't know how to use it properly
