Computer restarts every 4mins, even when in BIOS, without overheating.

I have an issue with my PC that I was hoping someone could help with (MSI MS-7519 with an intel quad core 2.67 processor). Note, I am not a gamer, I just use my PC to browse the net and as storage for my phone/pictures..

A few months back the PC started to switch off every now and then, especially when browsing or transferring files etc. Over time that started getting more regular, to the point that it would only stay switched on for a few minutes. Not even long enough for me to download an application to monitor the cpu temp or fan speed.

I then noticed that one the fans stopped spinning, and the computer had collected a lot of dustballs.. I cleaned the computer out (which helped temporarily) and decided to replace the fans (inc. the CPU fan /thermal paste). However, the computer still only stays switched on for around 4 mins. I went to the the bios just to monitor the temp (CPU=38c;cpu fan speed=2000;vcore=1.312 v|system=29C) and it still switched off. As the temp does not rise in those 4 mins, I am now thinking there may be an issue with the CPU, motherboard or even the power supply..

Also, when it switches off, sometimes it restarts straight away, sometimes it waits a few mins, and sometimes it starts the fans spinning at a low speed without actually switching the computer on..

Just wondering if I have missed anything…

EZCool Infinity 700W (24 pin eATX 775 mainboards).. I think you may well be right. I can't see the fan as there is too much dust, but when it's running I can feel some air coming from the PSU.. but when the computer struggles to start and the other fans are running at a very low speed, I can't feel any air from the PSU just a ticking sound.. I think it's on it's last legs and will replace it.. i'll let you know if it works. Thank you for your help.
