fps issues need help please

so just upgraded my motherboard from a msi 970ag43 to msi 990fxa and my cpu from a fx6300 to a fx9590 and I'm seeing little to no difference in my games. I'm quite low fps in player unknown battlegrounds and getting stutter/fps spiking.I also barley notice a difference in csgo as well. I will put a parts list here so you can see what I have.

motherboard - msi 990fxa
cpu - fx9590
cooler - corsair h100i v2
gpu - evga GeForce gtx 960
psu - cx600
hd - 1tb 7200 rpm
ram - 8 gb dd3

You bought the wrong motherboard

Warning: This MB doesn’t support 200W or above CPU

The whole FX9xxx series are 220w. Your motherboard cannot handle the power requirements and will be throttling the CPU. You really need to try and return the whole lot, the FX9xxx series were horrible when new and are a waste of money now as they are outperformed by low end i5's and even the Pentium G4560 in some scenarios.
