Cheapest GPU supporting 4k (no gaming)

My current situation:

-1080p screen
-Intel i5-3470 (3.20GHz)
-NO GPU

It gets laggy when I use Autacad but I survived since now...

If I want to upgrade to a 4k screen, what GPU will I have to buy to have AT LEAST the same performance I have now with 1080p and no graphics card?

I bought an EVGA GeForce GTX 1060 6GB at Best Buy on sale for $270 USD and I love it. It does everything I need it to, I play the Witcher on Ultra (hairworks off) and get solid 60fps and I play Wildlands on Ultra and get 50 to 60 fps solid. For eSports games like Overwatch and CSGO its overkill and I get 75fps on Max settings. Its worth it to spend a little more and get a better experience.
For reference this is my setup:

CPU: AMD FX 8350
Mobo: Asus m5a78l usb3
GPU: EVGA GeForce GTX 1060 6GB
The cheapest new GPU that supports 4k 60 hz that I know of is the Radeon RX 550. You should be able to get by with that if all you need is enough GPU power to for regular desktop use, if you're going to be using GPU acceleration in autocad you might want something a little more powerful.
 
The cheapest card I'd buy with 4k in mind(not gaming) is an AMD RX 550. It has the newest hardware encoding/decoding abilities, display port and HDMI outputs, and is very low power. An RX 460 is a better buy but for 'cheapest' it's the 550 you want.

For Autocad, I'd want a workstation card. Something like a Quadro, but those aren't cheap unless you buy an older used one. You'd want to make sure the one you pick is supported by the version of Autocad you use.

I'd also choose the monitor based on image quality if possible. Gaming friendly features won't benefit you but pro quality image will.

I'm using Newegg prices to judge this, other places may vary.

So the cheapest I can get is the AMD Radeon RX 550.
What if I wanted to spend a bit more and look for something more performing instead? Are there any slightly more expensive GPUs that have good value for money? dontlistentome mentioned the RX 460, are there any better buys?
