Does overclocking help minimize bottleneck?

Computer:
Cpu: Ryzen 1700
Motherboard: MSI Tomahawk B350
Gpu: Gigabyte GTX 1070 OC
Ram: Hyper X Fury DDR4 8gig
PSU: EVGA 750 GQ
Cooler: Wraith Spire

Right now my PC is bottle-necked and my cpu is overclocked to 3.2 GHz. If I were to get a better cooler and overclock to a higher clock speed would the bottleneck be minimized?

Not a problem but you could raise your FPS if you're willing to turn down a few settings that don't make much of a visual difference. Things like particle effects can be turned down to high or medium. Those are CPU intensive tasks that you really won't notice much. I love playing on Ultra settings as well but I turn down some of those settings as well for the sake of FPS. Although I do play in 1440p which is GPU bound. At that point it doesn't matter much whether you have intel or Ryzen. Do you have Nvidia Geforce Experience? If so if you go into the game optimization section you can hover over each setting and it'll tell you what it does and what it effects to help you determine what you want to turn down and what you want to max...

i'm sorry if this is a really dumb question but what does turbo specifically mean, is it the same as overclocking? Does it mean the maximum clock speed the CPU can achieve?

Just by myself, I have seen other GTX 1070 perform at over 130 frames in BF1 (at ultra) while mine is running less than 100 consistantly.

Each system is different. If they have a 7700k in their system they'll basically get 10 to 20 FPS more than a Ryzen chip would. Their RAM speed could be higher. They could have overclocked their 1070 to gain more FPS. So to say that you have a bottleneck getting 100fps isn't really accurate. I'm going to assume you're playing at 1080p which puts less load on the GPU and places more on the CPU. That could be another area that's lacking as the IPC of Ryzen is about 10% slower than Intel still. Don't worry I'm not an Intel fanboy but I do acknowledge the strengths and weaknesses of each. I have a 1700x in my system with a GTX 1080. Also game settings matter do you have G sync enabled? If so that'll hurt performance.
