Games aren't utilizing my GTX 1080

HDD: 2x st1000dm003 (My main HDD is a little tuckered out, but this wasn't an issue for my 970)
Monitors: 2x BenQ GL2450 (24 inch 1920 x 1080)

I'll keep it short and to the point, in some games like The Witcher 3 my GPU will draw up to 189W (not 180 but 189, that wasn't a typo ;)). Where as in most other games like Dota 2, Arma III, World of Warships and Dark Souls 3 it will only draw a maximum of 70W and an average of 40W - 50W

This wouldn't bother me if I wasn't getting performance issues in these games and I knew my GPU wasn't working as hard as it could've. My GTX 1080 has a maximum power draw up 180W. I've made previous posts and I keep getting vague answers which only lead to more questions, but it has been said my PSU can give enough power to the system but the quality of the PSU may be the cause to my issues. But with this info I wondered if anyone had any ideas to any other reasons.

Outside of any suspect power supply issues that you may have (I see your note on the PSU replacement) you should use Afterburner or equivalent to determine your CPU and GPU utilization, this will draw a much, much clearer picture of where any issues you have lie. FWIW without Vsync The Witcher 3 should be at 100% GPU utilization, even my i5 has the fortitude to push it all the way, mind you this is at 1440..

I have replaced the power supply, but sadly my issues are still present. Could you explain to me how to use MSI to get some answers please? Whats dreadful is my performance has gotten worse! I used to get 60fps and a max draw of 189W on the Witcher and now with the new PSU my card only draws 141W and I get 40 - 50FPS Not to mention my RAM and CPU is above 80!
 


Just download and install MSI Afterburner, from there you can select data streams which will allow you to monitor GPU usage, CPU and RAM usage etc etc. You can use this data to determine whether or not you components are being fully utilized. Keep in mind that IF you are using Vsync you will NOT see full usage of either GPU or CPU, ideally disabling Vsync will result in 100% GPU utilization. Whether you run Vsync after testing is personal preference, I do since I mostly play RPG and MMO which do not require absurdly high framerates.

After doing tests, my CPU usage sky rockets up to 80%+ when FPS drops occur, while my GPU seems to be rather stable.
 


Hmm, you could check for any background tasks, or unnecessary software running while you are gaming. Shut those down and try again. 80% isn't bad per se but often times the monitoring software does not refresh at a quick enough rate to catch the spikes to 100%. The suites that do allow a high enough refresh rate to catch it can introduce enough CPU load to skew your testing.
