Asrock X99e-ITX/AC freezing on windows loading

SPECS:
ASROCK X99E-ITX/AC (latest BIOS)
i7-5820k
Dominator platinum 2x 8gb 2666mhz
Gtx 980 ti
Samsung 950 pro (boot drive)
Seagate 3TB HDD
EVGA Supernova 850W GS
Windows 10 64 bit

So, the computer gets past the post screen and begins loading into windows. Then right as windows usually finishes loading and goes to the login screen the entire system freezes, image locks, and the USB devices lose power requiring a hard reset.
When I first started it today it stated that there was a disk read error and refused to load past the post screen. That stopped after trying both an older and newer bios. Then did as stated in the previous paragraph.

So far I've,
Set all bios settings back to defaults
Tried with a single stick of ram, with each in both slots
Tried the boot ssd on it's own
Tried a copy of windows that was installed on a separate HDD alone
Booted into windows on another machine using the 950 pro
Tried to use an install disk to repair, it freezes as well
Tried to use install media on a usb drive, it's power stops then shortly freezes
Tried the PSU on another system, works fine
Flashed the Bios to both older and newer versions.
Tried CSM both enabled and disabled
Disconnected all USB devices


In all instances it freezes as windows is loading in, when the circle of dots are still spinning. Except once when it managed to load the install media disk and I was able to run a diagnostic on the 950 pro with no errors before restarting to try to reinstall windows.

I'm somewhat convinced the motherboard has more or less died on me, but I would like to hear some other opinions on the manner.
