How much will i7 920 2.66ghz bottleneck Radeon RX 580?

My sister is wanting to purchase a $280 RX 580 and put it in an old Alienware Aurora with an i7 920 Bloomfield. She just acquired the Alienware box from her adult son who bought it used about 4 years ago and I have been trying to convince her that if she was willing to drop 300$ on new stuff then why not invest in a new Kaby Lake based system for $450 and then scavenge the 1TB HD + Radeon R9 290x from the Alienware box:

i5-7400 ( $189 )
ATX mobo ($ 80 to 85 )
8gb DDR4 RAM ( $ 55 )
NZX S340 Matte Black case ($ 59 w/free shipping at the moment)
Seasonic 620w 80+ Bronze w/5 year warranty ( $ 50 to 60 )

And then maybe in 6 months to a year drop a nice $ 200 to 300 graphics card in it.

She is not interested nor ever will be in dual g-card setup or any other card or drive expansions so the seasonic 620w would be plenty for any AMD graphics card she wanted to drop in. She has very simplistic needs, to be able to play a handful of older games, but with one caveat--she wants to be able to play Witcher 3 now. Thus the desire for the new AMD RX 580.

And thus the question in my title: How much will i7 920 2.66ghz bottleneck Radeon RX 580?

Don't know about bottlenecks but the RX 580 is at best 10% faster than 290X.
So waste of money to buy that.

970 is close to same perf as 290X

I have a 290X and wanting to upgrade but theres only Nvidias 1070, 1080 or 1080Ti at this point. Cost too much tho. I hope Vega is a bit cheaper or drives prices down, maybe even wait til Nvidias Volta gets out later this year, perhaps.
It shouldn't be bad, and if there is any noticeable issues you can just turn down the CPU dependent settings.

That being said, your plan would offer more performance across the board. Plus, in 6 months the prices on the 580 should adjust down a bit as the initial demand spike will level off and supplies become plentiful.
