It features higher specs than the outgoing model (more stream processors and higher clock speeds) and it should be the same price as the RX 460 (say ~$99).

No benchmarks yet, but they should be out soon.

The 1050 Ti is better between the two.

But you can go for something even better with that CPU. If your budget permits.

Some video editing? Like pro level or casual home videos?
And for games like CSGO, the 1050 Ti will provide buttery smooth performance. And actually it would be an overkill for that kind of games.

For your needs, i think the 1050 ti is good enough.
But if we talk about a decent pairing with that CPU, something as good as a GTX 1070 would be nice.
It will go well with the powerful Ryzen CPU.
But that will go well beyond your budget.
