Why can't I use two GPUs in my system?

I have a GTX 1080 and a GTX 970. I'd like to use both of them in my system so that I can have them handling different tasks such as when I'm editing video. Not trying to SLI. However, only my GTX 1080 is used and detected, the GTX 970 isnt used or detected. I presumed it was a driver issue and tried to update my display drivers, however, the nvidia installer always reports a failure to install the update.

CPU: i7 4790K
Motherboard: MSI Z97S SLI Krait Edition
PSU: Corsair CX850m

Update: Being detected now in device manager, but the 970 has an error box and viewing its properties yeilds the following error: Windows has stopped this device because it has reported problems. (Code 43)

It is not how it works. It's not integrated and dedicated Driver. You can install Linux and see that both of your GPU-s are working and can be read by your system. But you can't do that in windows.
