I am a multimedia art students, and we need a 3d rendering, video/photo/audio editing, and 2d/3d animation PC. My budget is $1300-$1500 dollars only. Is Intel i7-7700k, 16GB RAM, and GTX 1060 6GB enough? If it is not enough. Can you suggest a build that I can afford? With monitor and keyboard, up to $1600 overall build?

+1 with this, the Ryzen 7s are excellent for this kind of work. Here is some tests of the i7 7700K and Ryzen 7 in them (Ryzen wins 9/10 of the time). http://www.anandtech.com/show/11170/the-amd-zen-and-ryzen-7-review-a-deep-dive-on-1800x-1700x-and-1700/18.
