CPU or GPU upgrade

Hi, I would like to upgrade my pc, but dont know where to start.

My specs are:
i5 2500
Asus Radeon HD 6950
MB: Asus P8Z68-V LX
8GB Ram
Running win 10

It is mostly a gaming pc but i do some video editing a graphics work on it. I wanted to start recording and streaming with OBS, but I have ran into a problem with that (low quality and low frames work, but any higher makes the videos very lagy)

What is the bottleneck in my pc?

I would go for CPU upgrade, and get Intel Core i7-3770K or Intel Core i7-2600K (That i7-s Because of rendering work). None higher you can get for your motherboard. Good luck!
 

I would upgrade the GPU and possibly power supply

If you upgrade your GPU, you will be limited by the CPU.

If you upgrade your CPU, you will be limited by GPU.

With regards to OBS streaming, an Nvidia Graphics card will be better suited for you, as it features hardware encoding with the Nvidia codec.

I was actually thinking of getting new mobo (like Z270 - or any other suggestins, maybe cheaper?) and i5 6600k or 7600k, where the main difference is Skylake vs. Kaby lake (which is better and why?)

And GPU didnt decide yet, but one upgrade will be before summer, and the other one around Christmas 2017, which would you do first?

Games run nice and smooth now, but would like to up my recording and streaming
