I'm looking to build an XP rig to play my old 90s games. I've seen a couple retailers selling refurbished towers, but I wanted to check here first for advice, etc.

Why though?
Why not just get a proper modern PC with integrated graphics and grab an emulator?

Depending on the specific game, Steam works.

I currently have Unreal Tournament, Quake I, II, III, Commander Keen...all happily running on a Win 10 Pro system.
