GTX 1080 Low GPU Usage on All Games

I need help!! My system is comprised of an i7-6700k overclocked to 4.4 ghz, a GTX 1080 FE, 16 GB 3000 RAM, a Corsiar CX-750m 750w psu, an MSI Gaming M5 mobo, and a couple of samsung 840 evo SSDs. My GPU usage is very low and I cannot find a fix to save my life. I've overclocked the CPU and the GPU and nothing is working. I'm only getting a max of 30% gpu usage when I run any game and while that stays the same, my CPU usage doesn't want to go over 65% so I'm having trouble believing its a bottleneck. I don't know if it is a driver issue or what but I have an acceptable PC that cant run games over 40 fps on a 1080p monitor. I've run everything on stock clock speeds, I've tried switching PCI slots, I've made sure my RAM is using the right channel, I've tried switching monitors, I have uninstalled drivers and reinstalled, and I've searched tons of forums looking for a solution and nothing is working! Someone please HELP! :(

Fixed problem with my gtx1060 (it was always at 56% Power Limit, GPU utilization)
Check Power Saving Plan of your windows / Advanced Params / PCIExpress / turn off power saving.

Back down your overclocks to factory clock speed on both your cpu and gpu and see if you still have the under usage issue under load. If you do, come back here. As for your cpu usage, that % has nothing to do with throttling your gpu usage so if your cpu is working fine, leave it alone.

I have tried running everything using stock clock speeds under load and problem is still occurring

Open up GPU-Z, start the render test and tell me what the perfcap reason is. It's the little question mark on the right next to your pcie speeds.

That means for some reason your card is being held back by voltage regulation. I can't tell you why because i am not experienced with the 1080 in particular. But if VRel is your performance cap reason, it has something to do with your voltage regulation probably from your overclock I don't know. GPU boost 2.0 and 3.0 from nvidia kinda confuses things. But it shouldn't if you have the factory bios still in there.

 


Limited vrel doesn't necessarily mean there's a problem with the card. The manufacturer probably lowered the voltage as much as possible while maintaining stability, to keep thermals in check. I'd contact the manufacturer and open a support case with them. You may have to return the card for a replacement and they'll help you determine that as it under warranty for 1-3 years.

Ok so I think I have tried everything. I ran everything at stock speeds and problem was still occurring. I then OC'd the gpu and nothing. Then the cpu, and nothing. I went into Nvidia control panel and tried turning V-sync off to see if that was the case and nothing. I then made sure it was set to maximum performance instead of the optimal power option and still nothing. I then switched PCI slots and still nothing. I even tried buying a new PSU to see if that was the cause of the VREL perfcap reason and nothing. I made sure that the RAM was in the right slots, i kept an eye on temps and nothing would go above 35 degrees c. The graphics card is a PNY Geforce GTX 1080 Founders Edition. I think my best bet at this point is to send the card back and see if I can get it replaced.

Yes i have. I also tried replacing the graphics card with a new gtx 1080 and still no luck. I put the gpu into my brother's system and it worked flawlessly. He has the same power supply, etc. I even reinstalled windows and nothing. The only thing that i can think of at this point is a problem with the bios on the motherboard or bad PCI slots on the motherboard itself. The powersupply is not the problem, the gpu is not faulty, all drivers are up to date, I reinstalled windows, and still no luck. This has been the biggest headache ever and nobody can seem to help. All i can find online on different forums is refferring to nvidia control panel settings and psu's. Ive tried all and all has failed.

I've tried switching monitors, and I have also tried switching between display port, hdmi, and DVI and nothing is working. Its on every game I play, gpu usage does not go past 30%. Games I'm trying this with are The Forest, Ark Survival Evolved, Rise of the Tomb Raider, Rocket League, COD IW, Doom, GTA V, and a few other games. My gpu usage will not go past 30% in any of those games. Theres no bottleneck either. The Clock Speed is stuck at 1607, the Voltage is stuck at 812 volts, and the memory clock speed is stuck at 5065 mhz. This is even the case when I try to OC the graphics card. Voltage, temp, and clock speeds are all stuck under full load and on idle. The Temps on my gpu dont exeed 45 and same on my cpu.

It was showing that GPU utilization was at 90%+ which is exactly what I am looking for. How the hell do I apply this to all my games? Is there any way to force the GPU to boost to 90%+ ? The problem is not the monitor btw, I've tried higher resolution monitors and that didnt fix anything. I even plugged the GPU into another PC and it ran flawlessly on even 1080p.
 


What game(s) are you playing?
 
If the graphics card works differently in a another system, it could be a driver issue. What graphics card did you have installed prior? Using a driver removal/cleaner tool like driver guru might clean out any old driver remnants that might be causing your performance issue.

You may ultimately have to format and reload windows. To get around this, you could try installing windows on a separate hard drive to troubleshoot.

I have successfully formatted all three of my drives today and cleanly installed windows. I also took my PC completely apart to make sure all connections were good, and that everything was plugged into where they belong. There is somewhat of an improvement on the monitoring side of things. In afterburner, instead of it saying that my gpu is stuck at 1607 MHz and my memory clock speed is stuck at 5000 MHZ, it is saying that my gpu is running at 139 MHz on idle with a memory clock speed of 405 MHz on idle and using about 625 mV. However, the system will "glitch" (don't know what other word to use) and afterburner will revert back to 1607 MHz, 5005 MHz, 850 mV for a split second and then it reverts back to showing clock speeds. Again, nothing is bottlenecking. I also went ahead a flashed my bios so that i could update it and that worked perfectly. It wasnt a motherboard compatibility issue after all. There is something more to this than i expected and I am totally at a stand still at this point. The motherboard could be physically damaged but nothing else in my system is having issues. I either need a new motherboard or a larger power supply. However, I did use a power calculator and plugged in all of the components to my pc and it showed that my psu has more than enough room even to run everything at overclocked speeds. I need a miracle at this point. Here is a link with screenshots that may help.
