Can someone tell me if I need the 1st and 4th drivers listed on this site for my mobo (Win 7 x64)?

I recently reinstalled Windows 7 about 1.5-2 weeks ago now, but I'm still noticing an issue with my internet, which is Chrome saying "waiting for cache.." at the bottom on every website I load. It gets a bit better every time I run the check disk but I think the HDD is just starting to go. Just purchased a Seagate Barracuda 3TB 7200 SATA III HDD and will reinstall Windows and everything again when it comes.

Do I need the 1st and 4th driver listed? I never got those when I reinstalled Windows because I don't know what they are.. could these be causing what I think are my HDD issues? The HDD in my PC now came in a prebuild 3 years ago and I don't even know what brand, I think it's Toshiba but it's 1TB 7200 RPM SATA III.
 

ATI SB7xx/SB8xx RAID Driver - install those, if you need to use RAID functionality.
Asmedia SATA Driver (non win8) - install those, if you need to connect sata drive to asmedia sata controller
(6Gb/s ports #7 and #8).
If none of this applies, then those drivers are not necessary.

Would I need either driver with a SATA III HDD? My current HDD and new one coming are both SATA III. I don't use RAID.. hell I had to look up what that even meant just now to be totally honest. Don't know what Asmedia Sata controller is but a SATA III HDD by default is 6GB/s so I'm confused?
 
Asmedia SATA Driver - is needed if you want to use sata ports #7 and #8.
Ports #1 - #6 are operated by sata controller built into AMD® SB710 chipset (those all are SATA2 - 3Gb/s ports).

If you use mechanical hard drives, then sata ports #1 - #6 are fine. But if you use SSD also, that one would benefit from 6Gb/s speeds.

Even if my mechanical HDD says it's 6Gb/s? Isn't SATA III automatically 6Gb/s?

I see, so it's the two SATA at the bottom... could this be my issue with my HDD waiting for cache? Maybe it's plugged into one of those ports without actually having the driver installed. I'll have to check when I get home from work.

I will download the drivers then.. I just don't know what else to do except for order this Seagate 3TB Barracuda HDD. However I found out an issue I thought was my HDD has been happening for other people in the same game - Heroes of the Storm. The new 2.0 patch has apparently caused tons of issues.. when I view the emojis in collection screen my computer freezes but it's happening to tons of others.

I just can't figure out this 'waiting for cache' in Chrome issue, even though web pages load in about 3-5 seconds. I've seen it be quicker after doing a check disk but then the symptoms just come back. I don't want to drop $96 on a new HDD if it won't fix my issues.
