I have a HDD that is 250 GB that is SATA II and I think that will be enough for me to start my build, but when I want to upgrade, which will be like in the next months. I will buy a SATA 3 1TB drive. So I was wondering after if I could raid 0 the SATA II drive and SATA III drive together.

Myabe. You might be able to create a second volume from the unused space. It depends on the RAID controller.

RAID 0 for your OS disk is a bad idea IMO. You have twice (probably more with a used disk) the probability of failure and data loss. I don't recommend it.
