Intel i5 4460 for 4k?

a 1070 running at low to medium setting could likely pull off 60 FPS in several games. that CPU is on the slow side, but due to the great GPU power needed at 4K it should keep up well enough that the performance hit is not that bad.

the 4460 is on the low end when it comes to I5 CPU's. with a good GPU it should run fine with games that depend more on the GPU then the CPU. but not that good for CPU intensive games
Resolution has little effect on CPU usage. If an i5 4460 is able to run a given game at 60 fps at 1080p, it should be able to at 4K. However, I don't know if a 1070 is going to cut it, I'd get at least a 1080 for 4K/60 fps.

Graphical settings can always be dropped to allow the GPU to hit a target framerate. If the CPU isn't up to hitting that framerate, there's nothing you can do.
@OP, depends entirely on what games you play. I'm very happy with my 3rd-gen i5.
true, i was talking modern games at at least medium settings. but sure, if you are going to drop everything as low as possible then even at 4k the cpu will bottleneck the gpu at times, especially older games(but youll likely have high fps anyway in that case). but even at low, i wouldnt be surprised if most modern games still max out a 1070 paired with that i5.
