Is this power supply reliable?

NO! This is a bogus power supply. Should be rated at 300W or maybe 350W if you were generous. The rail that really matters nowadays is the +12V rail which is claims to be 26A. 12 x 26 = 312 watts. Plan to spend close to $.10/watt for a good unit. It really isn't worth skimping on the power supply and there are alot of bad ones out there even sold by major names in the business.
