What CPU should I buy for my gtx 1060 to play ARK

I'm looking to upgrade my CPU (AMD fx-6300)because I'm pretty sure it is botte necking my 1060.I currently run 70-90 fps in game and about 15-25 in big bases. Dropping tons of FPS in bigger bases is typical in ARK however it is not as severe for my friend who has almost the exact same build except for his GPU Is a 760 ti. He runs about 60-90 in game and 30-45 in bigger bases. That doesn't make sense in my eyes but maybe it's because that CPU and GPU work better together? I have no clue. My budget is 150-250$ I would obviously not want to bottle neck the CPU while in game and future proof but keep it as low as possible. All suggestions would be greatly appreciated.

My PC specs:
Motherboard MSI 970 gaming DDR3 2133 ATX AMD motherboard
GPU Nvidia gtx 1060 3gb
RAM 16 gb ram
CPU Fx-6300-6 core processors
400w power supply
Windows 10

Ark is not cpu heavy and any decent cpu should be enough, the fx should not bottleneck in ark. What happens if you lower settings in those base locations? Your friend has a 760 while you have a 1060 so I think you guys dont play on the same graphics level that might explain it since your settings are probably higher than his?

I play on 1600x900 on medium settings. When I lower all of my settings I see little to no change in fps. I asked him and he said the same thing but he still averages 30 in the bases while I average 16. Could it be a problem with my PC? Or maybe his CPU and GPU work together better than mine ?

It hovers around 60% but it just seems odd that I'm only getting 12-20 fps when I talk to people with worse GPU's and don't get nearly as much fps drop when going to bases

I basically have the same setup besides I have same cpu, 8GB ram, Nvidia gtx 1060 6GB, and a GIGABYTE GA-970A-DS3P AM3 MOBO. I've been trying to stream while playing H1Z1 and I've been looking for a cpu to pair with my 1060. I may need to upgrade my mobo I'm really not sure what cpu and mobo I should upgrade to. Also, when I do stream I have a 70%- 90% cpu usage. I need something that would let me stream and game no problem and I don't want to upgrade to a streaming pc(I don't have that cash). I'm a PC noob that loves to learn.
