Hello guys. Will a Pentium G4560 (Kaby Lake) be useful for a non-gaming pc? It's a build for a friend.
He won't be playing any games at all. With this cpu and without any graphics card, will he be able to watch youtube videos at 1080p 60fps ? Will he be able to watch netflix at 1080p? . Also, 4 gb of ram for those tasks is enough?

don't buy 4 gbs of ram in 2017, go for 8 gbs minimum

especially for web rowsing, with chrome, you need lots of ram

any discrete gpu? the gpu on the cpu is a bit weak, even for videos on some circumstances

if you don't buy a gpu, the onboard one will take ram from the system, so yo uwill get even less ram for windows

Sure, will do.
Although i would recommend 8GB of ram, or maybe an AMD A8 7600, due to its better intergrated GPU, but it will have less performance, and it will strugle your friend if he wants to upgrade in the near future.
All in all, sure, go ahead.
