overclocked my cpu and it shows up in windows but the cpu is not using it's boost

I have an AMD Athlon(tm) II X4 631 Quad-Core Processor which I wanted to overclock somewhere I read that it was easy to get an overclock to 4,0ghz so in changed the multiplier in the bios to 40x. I rebooted and everything and started aida64 to test if everything was running stable. The maximum frequency the Cpu runs at is just 2,6ghz which is the baseclock of this cpu. In taskmanager and aida64 it shows that it's max frequency is 4,0ghz so I don't know why it is not using it till 4,0 ghz. can anyone help or does anyone know why this is happening?

I did that and i know how to overclock and in the past my dad had done it with this cpu because it was his. He said to me that I could use this multiplier. I have also tried it from the beginning but still the maximum clock speed of 2.6 ghz. In aida64 it now says that it's running at a maximum of 4.00ghz but not in taskmanager.
