My CPU Isn't Running at Full Speed

Hi all,

I have been having trouble with my processor recently. I build a new computer and it feels laggy and It is brand new, I can't seem to get over 0.8GHz on my processor no matter what I do. This is super frustrating and I am wondering if anyone can help.

Specs:
MSI Z170A Gaming M5 Motherboard
Intel i5 7500 CPU @ 3.4GHz
Geforce GTX 1050Ti Windforce Graphics Card
Corsair Vengeance LPX 2x8GB DDR4 2666MHz RAM

My BIOS also said "My CPU Speed: 0.8 GHz"

I have also tried making my Power settings as "High performance"

Don't know why I didn't see the z170 and 7500. But I thought the update was just for overclocking. Guess I was wrong. Also this build confuses me. High speed RAM, a non-K Kaby Lake CPU, and a Skylake board? Did you catch all of this on sale? Do you plan on upgrading soon?

I have updated the BIOS to the newest version (1.D for this one). I had to flash it due to the Kaby Lake. This is a budget build, that is why the build is "confusing", I got a good deal on it, thought it was good enough to play some of my games on it

It certainly is good enough.

Have you changed the power settings in Windows to Performance mode, might just be limping along trying to save power?

My only suggestion after that would be to consult with MSI and see if they can provide any information about why it won't run at the rated speed.

Yeah I changed my power settings to High Performance, and nothing happened. I'm stumped

So on my Motherboard there is a slow mode booting switch. I think I must have accidentally switched it while I was building it or something, or maybe it came like that, my CPU is now running at 3.68GHz :) thanks for everyones help!
