upgraded to 1060 6gb..

Hello, so today I upgraded my gpu from a 7850 2gb to the 1060 6gb as I plan to upgrade my old gaming rig slowly over the next few months. Basically games run the exact same as they did before the upgrade.

Rainbow six siege runs at 60fps with vsync on dipping to 45ish fps, then cpu spikes to 95%+/- and goes to 8 or lower fps even on the lowest possible settings. This is the game I'm using as sort of a benchmark. The gpu is paired with an old phenom 965 be that I over clocked 2 days ago from 3.4 to 4.0ghz. Is my cpu really hindering my system that badly or is there maybe an underlying issue that maybe I messed up during overclocking or other pc components?

Gpu: asus gtx1060 6gb
Cpu: phenom ii x4 965 be @4.0ghz
Mobo: Asrock 760gm-gs3
Psu: Antec basiq 450w
Ram: Patriot viper 3 8gb (2x4gb)
 
Solution
The g4560 is a great budget gaming cpu and can handle almost anything. There are specific cpu heavy games that it struggles with (eg 64 man battlefield), but it can do rainbow 6 for sure

i would have to say 100% your CPU causing the issues, on stock clocks its recommended as minimum to run and overclocking will get you a boost but not enough to call it recommended.
 
It's the CPU, it's not bad it's just old enough now that it's really at the 'budget' level of performance. That's why you won't be doing an 'upgrade' on this computer, you will be building a new computer if you want more performance. The most you'd gain by just upgrading the videocard on this system, in newer games, is the ability to run at higher settings than the 2gb 7850 would allow.

@OP you cant just add a rocket to a donkey cart and expect it to fly
SEVERE cpu bottleneck also your issues are probably multiplied by trying to overclock on a pretty crap mobo

time for a new build if you want benchmark numbers from that 1060

Well OP, I told you in your last thread to upgrade the CPU first.

I also told you to buy genuine windows this time, I'm guessing you ignored that too?

In defense of that, 2 people suggested the gpu and only you mentioned cpu/mobo/ram upgrade first. Sorry but 2>1, when I don't know everyone's credentials will always be the choice. I suggest you think things over before you reply so rudely next time.

I knew it was a long shot with the possibility of frying the mobo when I did it. I've been told multiple times my mobo wasn't very good :p I guess I'll have to deal with the bottleneck until I can swap the cpu/mobo/ram out.

The disc was given to me by my grandpa with a product key to activate it. Apparently it didn't work right and I'm not tech savvy enough to care/figure out why, again there's honestly no sense in your pointless aggression. I'd like to ask you not reply in any of my threads again if this is how you behave.

Try some other games and you should see a definite improvement with your gpu upgrade.

The issue is plainly cpu throttling because you're pushing 140-150w through the vrm set on an absolutely crap quality motherboard .

You'll be throttling to 1400mhz when that CPU usage spikes & the fps drops I guarantee it.

You can pull decent usage with an overclocked phenom , rogue leader ran a 480 8gb with a 965@4.2ghz for a few months with good results.
He had a good quality board to do it on though.

check the temperature of the CPU while gaming, 8fps from 45fps is a symptom that points to overheating. VRMs of the motherboard or CPU itself. Run Siege at CPU stock frequency, if this happens too.

Is the latest version 1.20 of the BIOS flashed on the motherboard?

No the cpu is not overheating, 41c. The pc has been cleaned bi-monthly, but wasn't actively used for 3 years so I would imagine the bios is not updated. I'll definitely do that though.

Yes, but not as frequently. Happens about every 8-10secs with the overclock and maybe twice a minute with stock clock speeds.

No lie, that looks like gibberish to me. I'm a novice on a good day, I know nothing about throttling. Sounds like you're just reassuring me that I have a trash motherboard, and that my results might be relevant if I had overclocked on a good board.

Yeah that basically it. That board is not good enough to cope with 125w cpus. 

You would get smoother gameplay by underclocking (or undervolting to be specific), or swapping the 965BE for a 95w cpu
Alright, so with your previous suggestion of upgrading to a kaby lake platform on my last thread.

You suggested the i5 7500, gigabyte b250m-gs3 mobo, and 2x4gb ddr4 memory. As I'm trying to do this process slowly due to budget restrictions, would the g4560 cpu be a worthy upgrade from my phenom until I can afford the i5 7500? Would it be able to handle current Gen games for say.. 3 weeks to a month?
