So my graphics card will only run at 50% load while gaming. If I benchmark, it maxes out, but while gaming it sits around 50% with drops as low as 25% load (causing massive FPS drops). Any ideas? Nothing is overclocked. Heat is all very low. CPU runs around 50% and ram 30%.

Insurgency: 250 fps w/ drops to 150 fps. Cpu at 60% and gpu at 35-40%
PUBG: 140 fps w/ drops to 50 fps. cpu & gpu at 25-50%

CPU: i7 7700K
Video Card: EVGA GeForce GTX 980 Ti
Motherboard: Asus MAXIMUS IX CODE
Memory: Corsair Vengeance LPX 32GB DDR4 2666
Storage: Samsung 960 Evo M.2 500GB
Power Supply: EVGA SuperNova 1000 P2
Operating System: Windows 10 Pro

EDIT: Here is a SS of my system while in game (note gpu load spikes and falls):

Notes: I've overclocked my cpu, gpu and ram all independently to see if anything changed. No improvement. All overclocks have been removed. I tried reseating the gpu as well and no help.

But only in PUBG? if so, seems normal... its a horribly optimized game, like i said, if a benchmark (firestrike) can use 99% of your GPU and you are pulling good scores, there is nothing wrong with your system / hardware. It's the game you are playing and the shit support that comes with it, Post your firestrike results

All drivers are up to date. It's my old graphics card, waiting to see what Vega brings to the table before upgrading. I'll install a few other games and see what happens. I added a ss of my system while in game here: http://imgur.com/a/niNF6

It sounds completely normal... Every time you get fps drops in a game your GPU usage will drop... PUBG there are parts you are lucky to see 60fps, other parts you will easily see 100+ fps, Its also a CPU dependent game so when your getting low fps your GPU is doing minimal. Unfortunately this is the way it works, if all things considered ALLOW your GPU to run at 100% you will obviously get nice frames, but unfortunately game optimization is not great to say the best, and you will rarely see the performance you do in benchmarks. Try running battlefield 1, really optimized game, you will see nice usage out of it, You will still notice, if you get to places that drop your fps, your usage will drop, this is completely normal and we all wish we could push more % out of the GPU in these cases, It's just not the way it works, you are under control of the developers optimizing and NVIDIA / AMD pushing out drivers.

I don't agree with that assessment. I've been using this graphics card in my previous rig since the 980 ti dropped and it always ramped up and held steady at 99 - 100% load while gaming. Yeah I would get FPS dip here and there, but the card was always running at its full potential. Never the load drops that I'm seeing now, unless I was on a loading screen or menu, and the 50% + drops in frames occurring over and over is annoying. At times I'm seeing the load drop / fps hit every 10 seconds or so. I have over 1500 hours of gaming on this card, something weird is going on here. Here is another shot, look at gpu load, this is while gaming: http://imgur.com/a/cuXLq

Previous build was i7 3770k, Asrock Z77 Extreme 4 MB, 16 GB Corsair Vengeance DDR3 at 1600 MHz.

I wouldn't be having the fps issues if that was the case. Look at the GPU load here: http://imgur.com/a/cuXLq

At the peaks I'm 140 FPS and the dips ~50 fps. It even dropped to 0 at one point. It's doing this throttling every 10 seconds or so.

Firestrikes seem fine. I guess it is what it is. EVGA offered me an RMA, but I really don't want to deal with that.

I don't know what's causing the GPU cap of 50%. I'm also experiencing that but with Rust. CPU and GPU run at about 50% with 70 FPS. Weird. However, I was also experiencing frame drops and figured out what was causing that. Windows, Steam or Rust (I don't know which) was using my HDD as a cache source. Every time my frame rate dropped, my HDD usage spiked. I tried disabling it's use as a cache source but nothing worked and I had to unplug the drive. I see you have two SSD's but I'm wondering if you also have an HDD. Might be worth looking into.

Also, have you checked to see if the game has a maxfps setting? PUBG's default max fps might be 144.
