MSI 970a gaming pro Carbon motherboard High temps.

I just got this MSI 970a gaming pro carbon motherboard a few weeks ago and it seems to be running hot, at around 55C with me just turning my computer on and booting up HW monitor/or speccy (and reaches around high 60s when gaming). My CPU (fx 8350) temps are around 30-40C. I have 1 intake fan in the front and two outtake fans, one in the back and one on the top. I have the stock CPU cooler, but that doesn't seem like it is the problem since the CPU temp doesn't seem too major.

EDIT: Now when i booted up, while uninstalling something and running a stream in the background the cpu at mobo temps were 60 and 70 respectively.
EDIT2: The GPU temps are fine, so would i need a new cpu cooler, would it help?
 
What is reaching high 60's when gaming? It can't be the VRM because it definitely gets warmer than that and the CPU temperature can't be accurately measured by HWmonitor. What are the CPU thermal margins in AMD Overdrive at full load, e.g., Prime95 Small FFTs for several minutes? If they are 10°C or more, then the CPU cooler is doing its job.
