New pic build freezing after a few minutes of boot up

I've just completed a new pc build and I'm having an issue. The computer will freeze within a few minutes of booting up into windows 10 and requires a power cycle to restart. Prior to the freezing everything appears to be working but the responsiveness of performing tasks feels slow.

The primary components are as follows:
I5-6500
Gigabyte z170x gaming 5
G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin SDRAM DDR4 2666
Gigabyte GeForce gtx 1070

I've removed the video card and used the on board video and the problem still persists. So I believe that rules out the video card.
The bios shows the MLB and CPU temps to be around 35c, so that seems ok.

Does anyone have any guidance.

Update:

I did some additional troubl shooting and have found no the following:

The freezing will also occur in the bios, freeze typically occurs in 1 to 5 minutes of booting.
Freezing occurs when video card is removed and gpu on mother board is used, freezing occurs faster when using on board gpu
Ram was replaced and freezing still occurs
All hard drives and blue ray are disconnected and freezing still occurs
Tempe atures and voltages as reported by bios are all reasonable
CPU was removed and reinstalled and freezing still occurs

I think this means I'm down to the CPU or motherboard being the issue, any way to tell which component is bad?

what is the make and model of your psu ?
have you tried clearing cmos ?
did you install the motherboard standoffs for the case ?
when you say you removed ram and replaced .. do you mean you tried one stick at a time ?

Psu- evga 750w 80+
I have not tried clearing the cmos. Is this a common solution?
The standoffs came preinstalled in the case - tesseract deepcool
Yes I tried one stick of ram at a time in each of the 4 memory slots

clearing the cmos solves a lot of problems . it's almost like the switch it off and on method !

Use the on board jumper, turned computer back on, received message that cmos was reset, reloaded factory settings in bios, computer froze shortly there after

ok. i would check the cpu socket for bent pins if you haven't already . we have in my view 4 possibilities bent pins , psu , motherboard or usb front panel connector/header . admittedly 3 of those are the motherboard area .

I didn't see anything that looked like a bent pin on the CPU but admitedly it's hard for me to see
The bios shows the psu voltages being correct, would there be a reason to believe that's incorrect

no just sometimes it's possible to get defective parts on arrival .

on the subject of the bent pins .. the pins are actually in the socket on intel motherboards and not on the cpu itself . if you do remove the cpu to take a look.. take a few clear photos and upload them for members of this forum to look at . my eyes aren't the best either but some on here are like eagles!

I disconnected the USB plugs from the motherboard and still have the same issue,

Freezing is now occurring in less than 30 seconds, the time until the freeze occurs seems to be getting shorter

ok i would suggest that you wait for more input from other members . a fresh mind might bring you some new ideas.
