No POST, no beep code, no display, doesn't reboot

First ever PC build,

First I'll list parts:

https://pcpartpicker.com/list/sfJdYr

OR

MoBo: MSI 760GMA-P34(FX) "MS-7641 (v5.1)"
CPU: AMD FX 4350 Black Edition
Memory: G.SKILL Ripjaws Z DDR3 2400MHz (2x4GB)
CPU Heatsink: Cooler Master Hyper T2
GFX: Power Color Red Dragon RX 470 (4GB GDDR5)
PSU: Corsair VS400

I built the system into a Rosewill Ranger-M case and when I turn it on with everything installed, every fan spins, the lights turn on, but I get no display from MoBo VGA or video card HDMI and no beep codes. The computer also does not reboot (all fans spin continuously and all lights stay on).

If I turn it on with no memory inserted, I do get 3 long beeps indicating that it doesn't detect the memory, so the speaker is working and so are beep codes in general.

I have been through the checklist (http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems) and nothing in it was my problem. The only thing from the checklist that I cant be sure about is the CMOS reset. My CMOS reset is only 2 pins and doesn't come with a jumper.
With my PSU disconnected from the wall, I tried shorting the CMOS pins for 5 seconds with a paper clip and with a screwdriver, and tried shorting the battery, and tried removing the battery for about 2 minutes.

I did remove the mobo from the case and turned it on sitting on the MSI box, got the same results (3 beep code with no memory, nothing at all with memory)

4 pin for CPU and 24 pin for MoBo power are both connected and secure. Memory and video card are properly seated. Tried each memory dimm in each slot to boot and got nothing still.

My few doubts:

    1. Memory could be causing the problem since it is clockes @ 2400 and mobo only supports up to 1600 (shouldn't it just underclock to mobo max?)

    2. I read a 5-7 year old forum post somewhere that this mobo has 125w CPUs on its official list but in reality won't handle them under load (It should still boot at least, right?)

    3. Maybe the HDMI out of the video card needs drivers and the VGA out of mobo has no onboard graphics? (I'm still not getting any beep to indicate successful POST with no video anyway)

    4. Maybe I got a bad part? (Everything is brand new from newegg.com) I have so much freaking packaging that I probably wouldn't even know what goes with what if I tried to return it!!

I really have run out of ideas and research has not helped me at all.

Solution
No ram= beep, with ram = no beep: either RAM is faulty (no, speed is not a problem) or motherboard is faulty. No way to tell which one is guilty without making test with different ram stick(s). Since this is all brand new I suggest returning both ram and motherboard (no sense to guess).

I have a good friend who works with computers a lot, who will be taking a look at it in a few days. I think he will probably have different memory to try in it and hopefully narrow down what the problem is.

Thanks for the info.

He has (2x4GB). He should run with first one dimm only and then the other dimm only.

If MB fails to post with either dimms installed suspect MB.

If system posts with one dimm and not the other you have your bad dimm, rma it. If the memory was a kit RMA the entire kit.

If system posts with either dimm but not both check your MB manual for plugging rules.

I figured the low end of a reputable company would be better than a higher spec random one. And as it is, it has more power cables than I have things to plug them into.

Tried booting with each dimm in each slot already, starting with the dimm1 slot as instructed in the manual. Still doesn't post, beep or output video.

I didn't know to look out for that and it didn't come up in the pcpartpicker compatibility check. The memory I bought was the cheapest from a company I had heard of already. Being new, I put significant thought into the CPU, GFX, etc. but not the motherboard I purchased, I just chose the cheapest one that was compatible with my processor.

I have not tried a different memory, but I think my friend has some that I can borrow to test in a few days.

New PSU didn't change anything,

The FX 4350 has no integrated graphics, and I can't find anywhere showing the motherboard to have integrated graphics.

Do I need drivers for HDMI to work? I just ordered a DisplayPort to HDMI cable in case the computer works fine but my video output methods are the actual problem. I just wish I knew if it would beep on successful POST or if it is on some kind of silent POST or something.

So the problem is not the PSU or the video card. It could be the cpu, motherboard or memory.

I still haven't found anyone with a DDR3 tower / spare DDR3 memory to test out but that should be an easy diagnostic.
I'm thinking maybe just send the CPU and board back, find a newer set for the same price maybe from the Athlon X4 series.
